GET api/webhook/retry/{logId}
Retries a single failed delivery by log id. Scheduled per-failure via a deferred RunControl row (ScheduleAt = now + 5 min); the every-5-min p_RunControl runs it once due, which GETs this endpoint through p_CallHttpClientGetExe. On repeat failure under the limit, the retry schedules the next attempt itself (self-rescheduling chain).
